All Hallows' Evening is celebrated every year on October 31st. Halloween originated in ancient Ireland and Scotland. Celts celebrated the day because this was when people would move their animals into barns and pens for the winter. It was also harvest time, the festival of Samhain (meaning end of summer). New Year began for the Celts on November 1st, the day after Samhain.
